First of all, save the image to the library once. Next, open the image with "ibisPaint" or "CLIP STUDIO PAINT". Then create a new layer on top of the layer of the open background image and fill that layer with red.

 If you select "Color" from the blend mode for that layer, the background color will change from blue to red.😆
